A draft law, a concept paper and seven different decisions in the field of constitutional and legal responsibilities were adopted at the 54th meeting of the Government, the first for this year.
At the opening of the meeting, the Prime Minister of the Republic of Kosovo, Albin Kurti, expressed his sympathy for last night’s bus accident with passengers from Kosovo, in the place Kupci i Madh, near Krushevci, Serbia.
“According to the information, fortunately all the injured passengers are out of danger for life.
It is time for our diaspora to return to the places where they live and work. We are with them spiritually, as they travel thousands of miles in these harsh winter times.
The sacrifice, the contribution, their effort to stay as close as possible to their families in Kosovo, is to be admired.
We wish that their travels are as easy and safe as possible and, once again, we wish a speedy and complete recovery to all the injured.
The institutions of the Republic of Kosovo are in constant contact and will do everything that is possible to help those affected by this accident “, said the Prime Minister.
Following the meeting, the Draft Law on Public Property was approved, which regulates the public property right and other property rights of the Republic of Kosovo and other local self-government units, defining the rights, duties and responsibilities of these entities. The draft law defines public property, as well as the form of storage and use of this property.
The Government approved the amending and supplementing of the Government Decision on the Establishment of the Government Commission for the recognition and verification of the status of persons sexually violated during the liberation war in Kosovo. With the approved amendments Mrs. Leonora Selmani is appointed chair of this commission, while Mrs. Minire Begaj, the current chairwoman, is appointed a member of this Commission.
The Government of the Republic of Kosovo has appointed the Selection Commission for recommendation of candidates for head and four members of the Board of the Public Procurement Review Body. Alban Nevzati, chairman, Leonita Shabani – Mullarama member, Isuf Zejna, member, Enis Spahiu member, and Imer Shevelli, member.
The meeting approved the decision to establish the ‘Expertise Unit’ within the Coordination Secretariat of the Government of the Office of the Prime Minister, as a responsible government structure in order to support institutions in specific and deficit areas, through the engagement of local and foreign experts.
The main tasks and responsibilities of the ‘Expertise Unit’ will be in identifying the needs of public institutions for expertise and the market of experts inside and outside the country; administering the expert engagement process in order to meet the demand for expertise through market supply; and other responsibilities, defined by the legislation in force and by the management of the OPM.
Following the meeting, was approved the decision to increase the amount of benefit of state-funded pension schemes from the current amounts to the amount of one hundred (100) euros, for basic pensions; disability pensions; family pensions; and occupational disability pensions. With the approval of this decision, in Kosovo there will be no more pensions under the amount of 100 euros.
At the request of the Ministry of Health, the decision for the payment of self-financing specialists was approved, from 01.01.2022 to 31.08.2022.
The National Council for Climate Change has been established within the Government of the Republic of Kosovo, which is responsible for monitoring and implementing strategic documents and action plans on climate change in accordance with the commitments under the United Nations Framework Convention on Climate Change. , The Paris Agreement and the Green Agenda for the Western Balkans.
The Council consists of the Minister of Environment, Spatial Planning and Infrastructure, who will chair the Council; Minister of Economy; Minister of Finance, Labor and Transfers; Minister of Agriculture, Forestry and Rural Development; Minister of Industry, Entrepreneurship and Trade; Minister of Local Government Administration; and the Minister of Health.
The decision for further consideration of expropriation in the public interest was approved at today’s meeting. This decision approves the further review of the expropriation for public interest of the socially owned immovable properties of the Socially Owned Enterprise “OPB Mirusha” which are affected by the project for the construction of the Center for Document Equipment and the Center for vehicle registration in Malisheva.
The Concept Paper for the Defense Agency for Intelligence and Security in the Ministry of Defense and the Kosovo Security Force has also been approved. The concept paper recommends that the collection and processing of information relevant to the security of members of the Kosovo Security Force, protection of the sovereignty and territorial integrity of the Republic of Kosovo be legally regulated. This will be an added value for the Kosovo Security Force in fulfilling its mandate and mission.
